Here is a way we could do underwater rooms: have room flag 'underwater' if player enters these rooms, they are given condition 'Underwater" (we can make one 'submerged' if same word for both is impossible). As this condition runs through its timer, it creates the new condition 'Drowning' and makes the user's screen flash, and drains life.
A passive skill for swimming or diving could decrease the underwater condition timer. A condition 'Water Breathing' could negate the 'Underwater' condition from initiating when entering the flagged room.
